Finalized rates for benchmark silver Affordable Care Act (ACA) plans will rise by an average of 13% in 2027. That would be the second consecutive year of double-digit increases. Premiums rose 26% in 2026.
Insurers had initially proposed a median increase of about 15%. Rates on federally run marketplaces will rise by an average of 11%. State-based exchanges will see an average increase of 16%.
Higher medical-care and prescription-drug costs are driving the increases. The expiration of enhanced federal subsidies at the end of 2025 has also changed the risk pool. Enrollment fell in 2026 after the subsidies ended and is expected to decline further in 2027.
Molina Healthcare is among the insurers planning to further reduce its ACA business in 2027.
