Cloudflare is appealing a €14 million fine issued by Italy’s communications regulator, AGCOM. The penalty stems from the company’s refusal to implement DNS-level blocking under the Piracy Shield system.

Cloudflare filed its formal appeal on March 8, 2026. The company argues the regulatory scheme violates EU law and lacks judicial oversight. This system allows private rightsholders to block websites without transparency or due process.

Cloudflare claims AGCOM miscalculated the fine by using global revenue instead of Italian earnings. The company warns these mandates force infrastructure providers to take down legitimate content. AGCOM originally issued the penalty in December 2025.
