OpenAI is planning a major policy and public relations campaign to begin immediately after the U.S. midterm elections. The initiative is intended to align the company with Washington’s new political landscape and shape the debate on artificial intelligence ahead of the 2028 presidential race.

A central proposal is to require speed limits on the development of the most powerful AI systems. Under the plan, AI companies would have to pass safety audits before deploying more advanced models, with the goal of keeping humans in control of the technology.

OpenAI also plans to rebrand its data centers as AI compute campuses, presenting them as critical infrastructure and aiming to ease local resistance to construction.
