Microsoft is implementing stricter human rights controls for national security agencies using its technology. The decision follows an internal inquiry into reports that Israel’s Unit 8200 used the Azure cloud platform for mass surveillance of Palestinians. Microsoft determined this activity violated its terms of service.

The new measures include more stringent pre-contract reviews for national security deals. The company will also enhance internal training and reassess how it manages employees holding foreign government security clearances.

Microsoft terminated Unit 8200’s access to specific cloud and AI services shortly after launching the inquiry in 2025. These services had previously supported the surveillance project.
