The U.S. Department of Commerce issued preliminary anti-dumping duties on solar cell and module imports from India, Indonesia, and Laos.
The agency set a preliminary dumping margin of 123.04% for India. Indonesia faces a margin of 35.17%. Laos received a margin of 22.46%.
These penalties follow preliminary countervailing duties announced in February to target government subsidies.
The Alliance for American Solar Manufacturing and Trade, which includes First Solar, petitioned for the investigation. The coalition argued that low-priced imports undercut domestic manufacturers during a period of expansion.
This decision aims to create a more favorable competitive environment for U.S.-based solar producers.
