Freedom Holding Corp. is moving ahead with plans to build a $2 billion Sovereign AI Hub in Kazakhstan. Its first public GPU cloud is scheduled to launch in 2027.
The project follows an agreement reached in November 2025 with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development. Freedom is the project’s primary financing and implementation partner.
The hub will include a site with 100 MW of power to support AI model training and data processing for businesses and government entities. CEO Timur Turlov said demand for the first stage is already double its planned capacity.
Freedom is also developing the Freedom AI Super Cluster, with its first phase expected in early 2027.
On October 23, Freedom CEO Timur Turlov met Nvidia CEO Jensen Huang in Astana and presented the company’s AI infrastructure plans. The infrastructure is intended to give regional organizations computing resources to develop AI applications without building their own hardware.
