Shares of enCore Energy jumped 7.9% to $0.77 after the uranium miner announced its Upper Spring Creek project in South Texas cleared the final regulatory hurdles before production approval. The stock, however, remains pinned near its 52-week low of $0.70, down from a January high of $3.68 — a reminder that one permit alone may not reverse a brutal year.
The Permit Is Real, But One More Approval Still Stands in the Way
The production-area authorization completed the Texas Commission on Environmental Quality's technical review and public notice process, with final sign-off expected by November 13 — an accelerated date from earlier guidance.
A 2026 legislative change eliminated the possibility of a public hearing that could have caused further delay. However, the project still needs TCEQ operational approval of its waste disposal well, which has been constructed but remains in final testing and review.
A Production Collapse Made This Permit Urgent
enCore extracted just 131,274 pounds of uranium in the first half of 2026, down 58.7% from 317,613 pounds a year earlier, pushing its weighted average delivered cost to $75.54/lb — above its average realized sales price of roughly $70.10/lb. In short, the company was losing money on every pound it bought on the open market to fulfill contracts. Upper Spring Creek is the largest satellite facility enCore has built , and its construction costs have already been fully expensed , meaning new pounds should flow to the bottom line at a lower cost than purchased material.
$90 Uranium Helps — If enCore Can Actually Produce
Uranium sits at $90.10/lb as of today , well above enCore's self-extraction cost of $46.43/lb reported in Q1 2026. That spread is enormous — if the company can grow output fast enough. Two additional Alta Mesa production areas are expected to receive permits by early 2027, giving enCore three new wellfields to support an extraction growth rebound.
Analysts Are Split, and Insiders Are Mixed
Wall Street's average 12-month price target is $2.90, but ratings range from strong buy to sell.
A director sold 30,648 shares in mid-October , a modest but notable signal at a stock's lows. With a $150 million market cap and $88.4 million in liquidity, enCore has runway — but until pounds actually flow from Upper Spring Creek, the permit is a promissory note, not a paycheck.
